With all the focus in Ecuador on a controversial referendum to reform
the constitution, President Rafael Correa quietly approved an unrelated but
highly significant decree last week. If the main focus of the referendum is to
grant the government control over a sweeping reform of the judiciary, the decree
is designed to bring the police firmly under the control of the government. Ever
since the police uprising on 30 September last year, Correa has been
understandably jumpy about the loyalty of the police. The latest decree is
